Cisneros would be able to best understand these concepts from her own experiences and seeing the liberal lifestyle which can exist within America yet still having the deep memories of her impoverished Mexican past.

Like the early U.S. leaders, they also were not in total agreement as to their vision of how their country's future should be accomplished; however, the Mexican leaders lacked the administrative skills and experience that enabled their U.S. counterparts to compromise and form an effective government.
